Simple Enrollment Process

Submit Application

Create an account and start enrollment online. Complete self-certification, add your contact information, and designate one or more authorized representatives. Your progress is saved as you go.

Register Fields

Use the map-first interface to claim your farming unit, add crop and irrigation details, mark wells, and draw fallowed areas. Request boundary corrections as needed, and our team will review them while you continue working.

View Data

Access monthly net ET data, precipitation, crop mapping, and other relevant basin datasets for your enrolled fields. Fallowed areas are screened automatically; we'll follow up if anything needs review.

Frequently asked questions

Find quick answers to common questions about the Fallowed Land Registry Platform.

  1. Managed as a single irrigated farming operation.
  2. Contain a fallowed area of at least two (2) acres.
  3. Fallowed area sources commercial irrigation water from the Basin or from the surrounding areas subject to the Agricultural Offset Ordinance.
  4. Fallowed area has been commercially irrigated within the five (5) years preceding the enrollment application date; and was planted in compliance with the County Agricultural Offset Ordinance (County Code section 22.30.204), or has a valid Agricultural Offset Clearance or Agricultural Offset Exemption issued by the County Department of Planning and Building authorizing the planting of at least two (2) acres of commercially irrigated crops if within the area covered by said ordinance.

Growers who participate in the Registry may receive several benefits, depending on where their parcels are located and whether they meet applicable program requirements. These may include:

  • Agricultural Offset Ordinance lookback relief: For parcels located within the area subject to the Agricultural Offset Ordinance, participation may provide an exemption from the five-year lookback requirement.
  • Williamson Act irrigation requirement relief: For parcels under a Williamson Act contract, participation may provide an exemption from certain irrigation requirements tied to the contract.
  • Access to field-specific water use information: Participants can access farming unit-specific, satellite-based evapotranspiration data to help evaluate fallowing decisions and formally document water use or non-use over time.
  • Alternative documentation for neutral water use: For parcels located within the area subject to the Agricultural Offset Ordinance, participants may be able to self-certify neutral water use at the farming unit level, subject to verification using satellite-based ET data, instead of applying for an Agricultural Offset Clearance from the Department of Planning & Building when replanting.

No. Individual enrollee information is private and proprietary. Public access includes only basin-scale statistics and generalized information. Enrollees can only access their own farming unit data through secure authenticated accounts. The platform maintains strict privacy protections to ensure user data separation.

Once enrolled, growers can view farming unit-specific Land IQ data, including monthly net evapotranspiration and precipitation starting in August 2024. This gives participants a clearer way to track field-level conditions over time and support fallowing decisions. Additional data and tools will be added in future releases. Individual enrollee information remains private and is not visible to other users.
